Where Is C-15, Islamabad Located ?

C-15 sits in the northwest of Islamabad, at the Margalla foothills, on the C-16 and D-17 side of the city’s northern expansion. It borders C-14 and C-16, and takes its main access from Margalla Avenue, which runs along the base of the hills and links this stretch of the city to the GT Road and M-1 Motorway corridor. Because C-15 sits at the outer edge of Zone I, most residents currently route through neighbouring sectors and Margalla Avenue for day-to-day errands, schooling, and healthcare. That will change as the sector’s own commercial and residential infrastructure matures over the next few years.

C-15 Islamabad's Development History and Status

C-15 belongs to the C-sector series that CDA first surveyed in 2008, alongside C-14 and C-16, as part of Islamabad’s push north toward the Margalla foothills. Land acquisition and a land-sharing arrangement with original owners (similar to the model used for DHA-adjacent sectors) got underway, but development stalled for financial reasons for over a decade.

That changed from 2019 onward, when CDA reopened C-14 and C-15 for active development. As of November 2025, CDA had issued tenders worth roughly Rs 67 million specifically to complete road infrastructure, culverts, and the remaining development work in C-15 — a strong signal that the sector has moved from paper planning into an active, funded build-out rather than sitting dormant.

C-15 Islamabad is organized into four residential sub-sectors — C-15/1, C-15/2, C-15/3, and C-15/4 — each with its own housing stock, parks, schools, and local markets.
