I-15 has one of the most dramatic development stories in Islamabad. Development of the sector was decided in February 2000, and I-15 was formally created in 2005 specifically for low-income residents, officially initiated by then-Prime Minister Yousuf Raza Gillani. The sector comprises 10,290 plots, with all land owned by CDA; the original plan mixed 8,000 flats with 5,600 residential plots of 5 and 8 Marla, later revised.
Despite balloting for sub-sectors I-15/1, I-15/3, and I-15/4 taking place back in 2005, possession stalled for nearly two decades due to administrative hurdles and development delays. That changed decisively in November 2025: CDA began handing over possession of more than 8,600 of the sector’s 10,200 developed plots — valued at over Rs 70 billion — at a ceremony held at the Jinnah Convention Centre, following a directive from Prime Minister Shehbaz Sharif to prioritise the capital’s housing needs. Over 200 allottees received possession orders on the day itself, with the remainder to receive certificates at their doorstep. CDA credited NAB’s cooperation with helping clear the obstacles that had kept the sector in limbo for so long.
I-15’s original plan included these residential plot categories:
